Harka Raj Rai, widely known as Harka Sampang, is a prominent Nepalese social activist and politician who has been serving as the Mayor of Dharan Sub-Metropolitan City since May 23, 2022. Early Life and Education

Born on February 27, 1983, in Khartamchha, Khotang District (now part of Kepilasgadhi Rural Municipality), Harka Sampang hails from a modest background. His father, Til Bikram Rai, served as a British Gurkha soldier. After completing his School Leaving Certificate (SLC) examinations, Rai moved to Dharan in 1998 to pursue higher education. He earned a Bachelor of Arts degree in English and Political Science from Mahendra Multiple Campus in Dharan and began his career as a tutor. Seeking employment opportunities, he later worked abroad in Iraq and Afghanistan.

Activism and Social Engagement

Upon returning to Nepal, Rai became actively involved in social activism, focusing on issues such as corruption, environmental degradation, and water scarcity in Dharan. He founded the National Unity Network to protest against corruption and was instrumental in organizing campaigns against illegal sand extraction and tax hikes. In 2016, he took on the role of coordinator for individuals displaced by the expansion of the Madan Bhandari Inner Terai Highway.

Political Career

Rai's initial foray into politics was in the 2019 by-elections for the mayoral position in Dharan, where he ran as an independent candidate but secured only 422 votes. Undeterred, he contested again in the 2022 local elections with the electoral symbol of a walking stick (lauro) and achieved a significant victory, receiving 20,821 votes and defeating the Nepali Congress candidate Kishore Rai.

As mayor, Harka Sampang is known for his hands-on leadership style and commitment to addressing the city's pressing issues. He has been particularly focused on resolving Dharan's longstanding water crisis, often participating directly in infrastructure projects and mobilizing community resources.
